One idea was they they were created from The Decepticon "Life Spark" (possibly meaning sparks).

It was once ment for transformers to have sparks, Megatron was to die, and his spark (not his body) was to end up being remade into Galvatron. Also, prime was to merge his spark with Cybertron and TRANSFORM THE PLANET to defeat Unicron.

 

We could think about it like this: How many new characters were designed specifically for the movie?

The Autobots got Hot Rod/Rodimus, Springer, Kup, Blurr, Arcee and Wheelie. This makes six Autobots, if we count Ultra Magnus (whose design sans the color scheme existed prior to the movie) we have seven, if we count Wreck-Gar (who is a Junkion but sides with the Autobots and got a toy) we have eight "good guys".

Decepticons? Galvatron, Cyclonus and Scourge. Three. Four if we count sharkticons (of Quintessa, but got a toy). The Sweeps are in theory innumerable but identical to Scourge (lazy and confusing) and never even got an E-hobby exclusive toy.

If we assume Wreck-Gar count as an Autobot and Magnus as a "movie design" the Autobots have eight movie designs and the Decepticons three. Uneven?

Yes, but we have a plethora of other bad guys who are not Decepticons (and who did not get toys for the most part): Unicron, five types of Quintessons, Alicons, Sharkticons... that´s eight designs right there... This is why I think such few new Decepticons were made. I SO wish the Sweeps would have been mindless drones but at least possessing a design distinct from that of Scourge.

 

This would have been awesome, and less Star Wars-like. If Furman had been let in on the action we could have gotten Prime using the Matrix to wake up Primus and make him transform from Cybertron to robot mode for an epic final battle...

 

Also, "bad guy" toys tend to sell less than "good guy" toys so it makes sense to manufacture less of them.

The original idea was that Cybertron was going to transform to meet the threat of Unicron. That much is true. The whole Spark thing wasn't actually thought up of at the time of G1.

 

I kind of would have loved Primus actually.

"Rodimus Primal" confirmed the cybertron transforming part but then stated the spark thing was not thought of at the time.
