I suspect so, with Gregg Berger being the voice actor.
I think he will say something, whether a single word in a climatic situation or capable of regular speech.
He only has Soundwave (and Bee) to beat, so it shouldn't be too hard

If the Insecticons can talk I see no reason Predaking can't.
Unless they are serious about making him the primary new antagonist, I think he'll just be a roaring beast. Wouldn't be surprised if he's the only Predacon and doesn't transform, either.
I'm expecting a few words like " autobot" or " prime"
I hope he does though. Articulate antagonists are the most frightening imo

FIRST, Tim Curry makes EVERYTHING better. There are no exceptions to that rule. It is in fact a physical impossibility for something not to improve due to his presence.
Back on topic, I think Predaking will talk, but it will be a growling talk. Not unintelligible, but with an animalistic quality.
