Wow! do the movies finally feel the same way I wonder?!
I'm pretty sure Bumblebee will talk in this one. Hasbro has already been making efforts to get kids to accept Bee with a voice since the end of Transformers Prime and now Robots in Disguise, where he both talks AND is the current leader of the Autobots. It only makes sense, IMO. Not that I necessarily think he SHOULD talk, but recent trends sort of point in that direction.
Looking at what they did with the cartoons I'd say the odds are with Bumblebee talking instead of radio-speak.
Transformers Prime gave us the RD-D2 version of Bumblebee since they had Prime to give all the speeches with the heroic stuff you'd expect an Autobot to say. But with Robots in Disguise it just wasn't going to work to have your main hero beeping all over the place when you need one of those hero speeches. So scout Bumblebee that couldn't talk had to be upgraded to talking Bumblebee to be the leader.
With it looking like Bumblebee in the movies will be the leader of the Autobots on Earth if the writers room came up with some big hero speeches for the leader of the Autobots then for those speeches to have impact they will have to be delivered in a normal voice.
I think you also have to factor in is the radio speak the only reason the character is a kids appeal character? I could be wrong on this but I just don't think kids will stop liking Bumblebee the moment he stops speaking in radio speak. He will still have all his other kid appeal factors if they give him a regular voice like all the other Autobots that kids love.
Eh. I don't think the movie people really give that much of a **** what Hasbro does with all its non-movie stuff. Sure, they may toss something in when it LOOKS cool - Cybertron over Earth, an Autobot samurai, etc., etc. - but that's about the extent of their consideration.

besides transformers prime the cartoon and the movies, Bee has always talked in every other cartoon he's been in. I think having him so the radio voice in the movies is what keeps him unique and different and they have found a way to make even that feel more and more like his voice with every movie. Just giving him a normal voice out of nowhere will take that uniqueness away from him and he will feel like any other Autobot. I say leave it as is.
How much you wanna bet Bee is voiced by Shia LaBeouf?
i disagree that he needs a normal voice. They can very easily have him do a grand speech with splicing together sound bites of other voices from their other movies just like they have done since movie 1. Bee led between movies 3 and 4 when OP went missing. Yes they didn't show it but he obviously managed lol.
also keep in mind bee doesn't have a normal 'mouth' like pretty much every other transformer..so the whole no-speaking fits him quite well id say..
also of note..i find it rather interesting that bee & megatron almost never interacted during the film series...there was a very brief encounter inside the factory in tf2 when rescuing sam but even then it seems like he's shooting at starscream rather than tron..
it wasn't until film 4, when megatron had become galvatron, that the two finally met in combat on the big screen, albeit briefly, on the highway chase scene, where bee actually did talk 'what was that?'
That guy you see is not an ordinary person, Michael Vogel is person responsible for voice casting at Hasbro.
Giving him his voice back in recent years definitely didn't make him less likable and to me that character has become more interesting since he how expresses himself alone and doesn't sound like a vacuum-cleaner. Obviously it is a successful formula, a one they need to use in the movies as well.
I.e. some dude at That Toy Company Michael Bay and the folks at Paramount couldn't care less about. So yes, to them, hs is an "ordinary person".
"Need to" why exactly?
Hell, I dunno. I'm not that crazy about Bumblebee so normally I wouldn't care either way. But in this case, at a time where Hasbro seems to keep trying to replace Optimus with Bumblebee, inch by inch, step by step, I wouldn't be surprised if Bee finally starts talking again in this film, so that he can seem more leaderly (yup that's a word now lmao).
I say this because I have a bad feeling that they'll kill Optimus off (please no), make Bee the new leader, and have Sqweeks be the new mute character.
1. Completely change the annoying character he is now, after the 4th movie
2. We will see him in a 'different light' as the leader
3. Show characteristics of his personality we've never seen before
4. Develop his character at all
Hasbro are the ones who care the most of this franchise, get it already Bay is out and what he intends to do now is not important to the future of the franchise

What will happen is OP will come back to Earth with a new crew of Autobots that he found on his travels. He will get the item he needs to revive Cybertron and take it on himself to oversee Cybertrons rebirth. So he will head back to do so and that will take OP out of the movies for a few and Bee and his crew will stay on Earth. Bee probably feels more at home on Earth anyway so I can see him staying as Earths protector. Bee and a new crew of Autobots will head up movie 6 and OP will come back some time in movie 7 when all hope is lost (yet again) lol.

Holy FRICK, I love this idea so much that I'm almost positive it won't turn out that way.
For someone who loves Optimus, I sure ain't...optimistic. lol
