I’ve only seen a handful of G1 episodes, and I wonder if there was ever a practical explanation of why he turned into a gun? How often did he actually turn into a gun? It seems like it would limit his mobility quite a bit. I know the obvious answer is “because the toy turned into one,” but I wonder why the leader would prefer that as an alt mode

The only reason is because that's what the toy was. There's no in-universe explanation.

Well, the reason Tom Griffin and Joe Bacal gave in one of the bonus featurettes of the Shout Factory sets is that when they got the toys, they basically thought about what kids would think, and because kids loved cars, they made those the good guys. Planes, not everyone is sure about planes, so they made them the bad guy henchmen.

As for the gun toy they imported, they just reasoned, and I'm quoting Mr. Bacal's words directly that featurette:

"Guns... guns are not good, that'll be the head bad guy."

So yeah, the nature of guns as an offensive weapon, a death-dealing tool, was the reason why they decided to make Megs a gun.

    As for in-universe... no idea.

Never explicitly stated, but I always got the impression that Megatron in gun mode was more powerful than any character's own gun. Thus, that'd make him the most damage-dealing of all the 'cons.

People have to come up those sort of hamfisted explanations, despite there being no supporting evidence, just to justify the act at all.

If Megatron's got the most powerful weapon, then what changes if he's the one shooting, versus one of his troops? Given the general disdain and lack of confidence he has in his rank and file, he'd be better off being his own gun. Maybe if Soundwave or Starscream (his most frequent handlers) were portrayed in-universe to be crackshots (in a fictional universe where nobody can aim worth shit...), then there'd be a bit more justification. But they weren't. In transforming, he actually diminishes his overall firepower, as his wielder will frequently drop their own weapons to use Megatron instead.

It’d be like if a basketball player was making a shot but had to jump into their teammates arms first.

The fiction had nothing to do with Takara.

It was all Marvel/Hasbro. Takara merely back-imported the series after the American team had done their magic with the toy license.

I guess my assumption is alt modes are meant for transportation, and seeing as Megs already has a cannon in robot mode, it’s redundant for him to transform into a gun when they just further limits his mobility (see that illustration above of the guy shooting baskets in the other guy’s arms).

Out of universe, well, yes, it's simply that he turns into a symbol of violence and evil. In universe, it's probably the logical unfortunate conclusion of a series of things that were good ideas at the time.

It's reasonable to assume that a Transformer whose alt mode is a gun would have more firepower than a Transformer of equivalent power and stature that doesn't; all his systems are dedicated to making that gun powerful, all his power is channelled into it. We can see elsewhere in the cartoon, where Shockwave is wielded briefly by Bruticus, an application of this to explain why a gun rather than a free-standing Space Cannon (of course the logical thing is to go Triple-Changer and do both, and in fairness, Megatron does just that with his next upgrade to Galvatron; Shockwave having independent gun mode flight is a step in the right direction, Megatron eventually overtakes it). Having a smaller Transformer who can take on a gun mode to allow a normal sized soldier access to that kind of power is also useful - as per the Targetmasters, and with mass-shifting available, it's a logical move to allow a full size Decepticon gunformer to be able to shrink down so that a normal size Decepticon can wield him.

The odd part is that it forces a subservient, partner type support role, on the faction leader.

However, although Megatron's faction are Decepticons, he himself isn't an infiltrator. He only used his gun mode for infiltration purposes a handful of times in cartoon and comic both, and, generally speaking, at the time he acquired that mode (before the age of Dinobots, and Horrorcons etc), alt-mode combat wasn't that much of a thing; robot mode was mostly warrior mode. As such, I think he has that form because he's Decepticon Leader, and largely for non-practical reasons. A gun alt mode, and a size-changing alt mode, and an alt mode of a type designed to work with Combiners in battle; all these are features which loudly say "Look, Decepticon military technology is awesome!" Gun modes, size changing, combiners, they're all talents which were initially seen to be Decepticon skills, albeit in some cases later adopted by Autobots too.

Yes, a tank or a jet would be a far more useful alt mode - but he employs jets and tanks, the gun mode is more about showing off what Decepticon science has achieved under his reign.

Basically, they got the imported toy from MicroChange, and thought:

    "Guns are bad, right?"

"Right, so let's make the gun the leader of the baddies."

    "Profit!"

Remember lads, we could have easily ended up with Binocular Megatron... or Flash light Megs, had the cosmic dice landed differently.

Yeah, they showed that off as a play pattern. I'm not sure what sense it made in-universe as it was shown numerous times that he just can transform into a gun, hover in the air and shoot the target well on his own. Just like what Shockwave would do, only with mass shifting involved.
