Leader? Shockwave. It's the logical choice. ;)

But of course, in sheer power, smartness and skill, Starscream wins. His downside is just oh, you know... self centeredness, ego, look-out-for-myself-ness, and all around utter ignorance of the wellfare of others.

I don't know about power and skill, Marvel Comics Shockwave seemed like one tough con.

Yeah, but Movie Starscream has this acute sense of calculation and knowledge in each battle to win countless of wars and tatoos. Of course, the Starscream in question has led the Decepticons for thousands of years before they found the Cube and Megatron on Earth, so ... not a good example.

Marvel Comics Shockwave was THE BEST DECEPTICON EVER whereas Starscream, in most continuities but especially the cartoon was EPIC FAIL, so I think it's not even a contest!

Starscream, he hangs with Megatron all the time, and led the decepticons many of times, no contest.

Shockwave. Screamer actually had his shot more than once (TFTM; Reign of Starscream) and look how that turned out.

I'm actually gonna throw a vote to Starscream here (oh, wait, crap, this isn't a poll). I think having passion and an ability to inspire one's troops is an important part of being a leader. Shockwave might be inspiring, but he's the antithesis of passion. If Starscream could get over his buffoonishness, he'd lead much better than Shockwave, who competes with Soundwave for Most Likely To Be Called Uncharismatic.

In all honesty, if we're going by G1, there have only been three truly effective Decepticon leaders; Ratbat, who managed resoruces well and was more shrewd than the others; Bludgeon, simply because of how deadly he was on the battlefield; and Shockwave, due to his logical thinking and ruthlessness. In all hoensty, megs, Galvy, 'Screamer and 'Nok never stood a chance; these three have only been equalled in effectiveness by BW Megatron and TFA Megs.

Actually, I'd say Bludgeon's success was less based on ruthlessness (which ultimately failed when he faced Megatron), and more on the fact that he was better at being treacherous than Starscream. Starscream went around announcing his intentions to be treacherous, which was just plain foolish. But Bludgeon bided his time, paid attention to his enemies, and waited for the right attempt to strand them on a dying Cybertron, while he lead his troops on to glory. Unfortunately, it didn't end well for him when the deus ex machina came out to play.

Scorponok wasn't a bad leader. He wasn't super-successful, nothing about his personality really stood out, but he did manage to beat up both Ratbat and Shockwave (who you classified as successes). He also went out with an 'honorable' death, encouraging his men to put aside their differences with the Autobots and work together to destroy Unicron. There was also Thunderwing, who was more or less successful. He was strong, and he didn't lose any significant battles, and, most significant of all, he slapped Optimus Prime in the face with the Matrix. But, then he went kinda crazy and died...

I had another thought in support of Starscream: he's unpredictable. Shockwave may be smarter and more calculating, but a leader needs to be able to do something the enemy doesn't expect, and the smart, calculating Autobots working for Optimus Prime will be able to predict Shockwave's movements. Starscream will keep them guessing.

I think Starscream is best at being the guy who wants to be leader....the guy always trying to become leader but never does.

Starscream already has an army that doesn't exactly care for him. In that respect, he'd make a terrible leader. But he is a genius and spontaneous with his plans.
