Well, let's look at their accomplishments. (Prime's is admittedly a mix of G1 cartoon and G1 comics)

    Prime:
-Was responsible for keeping the Decepticons from achieving total victory. (so much that G1 Megatron's plan hinged on killing him before he could be awakened)
-Was responsible for key victories on Earth thus keeping the Decepticons from draining it of energy
-Turned the tide of the Autobot City Battle
-Saved the entire universe from the hate-plague
    - Destroyed Unicron with the matrix (comics)
    - Purified the Swarm

    Primal:
    - Kept BW Megatron from amassing Energon
    - Saved the planet from the Planet Buster (albeit unwillingly got blown up)
    - Saved the Maximals from certain defeat after coming back from the dead
    - Saved the life of Optimus Prime thus preserving history to stay on tract
    - In his final sacrifice and as the final lone hero left, he brought about a new techno organic paradise to Cybertron

-I would put ending the Beast Wars here, but really Megatron only lost because Dinobot II betrayed him.

    Rodimus Prime.

    Reclaimed the Matrix from Galvatron.
    Destroyed Unicron, saving Cybertron.
    Reclaimed Cybertron from the Decepticons.
Wasn't power hungry. Happy to pass the Matrix on once peace was attained in the G1 cartoon and Prime Wars.
Defeated Bludgeon, Jhiaxus and the Matrix Entity in Regeneration.
Returned Primus' original race to the surface of Cybertron who went on to become the Maximals.
Saved the Multiverse by cutting his corrupted Cybertron off from the rest.

Rodimus Prime, with Optimus Primal coming close behind him.

I personally feel that a hero has to be flawed and has to go through crippling obstacles to truly be considered a hero. Rodimus and Optimus Primal did that perfectly in season three of the G1 cartoon and Beast Machines respectively.

Rodimus was someone with tons of anxiety and insecurity that it just outweighed him. Because of that, he will always be a more interesting character than Optimus Prime ever was. And in my personal headcanon, I think of him as a PTSD sufferer who is constantly haunted by his past mistakes that his anxiety levels and self-hatred are raised to a level that can constantly leave him with depression.

Primal was also a very well fleshed, very interesting character in Beast Machines. I like that like Rodimus, Primal is actually a flawed leader and made mistakes, but he came through and in the end, he fulfilled his mission to bring peace and balance to Cybertron, and that is why Primal could be considered more of a hero than Optimus Prime.

Prime, on the other hand... ugh. First of all, only when Budiansky, Furman or David Wise wrote him was he a cool character, but honestly, he is a pretty boring character a lot of the time. Yes, he has his views and his heroism, but that isn't what makes a good character, and the reason why I feel Budiansky, Furman and Wise wrote the best interpretations of the character is because they added inner struggles to him. But other than that, yeah, I wouldn't think of him as the greatest hero of Cybertron when Rodimus and Optimus Primal had a lot more compelling quests.

I'm going to third Rodimus. Rodimus is the true hero of Cybertron.

Plus Optimus Prime landed himself and his crew into a 4 million year coma.

In Marvel, he committed suicide over a computer game.

In Transformers the Movie, he hesitated to shoot Megatron even though various profiles touted him as a superb marksman and we saw him shoot the seat belt off of Spike in a moving vehicle.

In Cosmic Rust, he brought the infected Perceptor back to the Ark which infected the other Autobots. We're lucky he's not real and dealing with the current pandemic.

Boss Monkey all day. Though arguably there are greater heroes then them in the scope of things. If the two Optimus Primal. If not because of the scope of the battle (over millons of years) but because of the how dire the consequences of his failure would have been, coupled with the fact that he had a lot less man power at his disposal.

What are you talking about? Wheeljack's the cause of a lot of their troubles.

I don't recall Primal having his own giant, holographic statue in Iacon...

Really, I wouldn't know because I've never watched any of the Beast Era shows.

    Not really his fault
    OK that was stupid
All true but his hesitation had absolutely nothing to do with his marksman skills
    Lol

That's right. Thank you for reminding me, I still can't believe he ate Wheelie and then sold his own soul for a can of baked beans before giving Unicron ancient Headmaster technology from the 1970's.

And then there's the whole poisoning Optimus Primes cake saga.

Well, it was his idea to create gigantic fire breathing dinosaur robots, and then not give them enough brains to tell their heads from their asses. Something he did on purpose. Not to mention, all the other things his inventions caused.

Really great hero that Wheeljack was with his super awesome devices and whatnot. Sure, didn't cause problems at all.

prime as in g1? if you're considering other continuities, then of course prime.

if you're talking about plainly g1 continuity, then of course primal.

prime fought a war for what he believes is right. it's no similar to any random leader in Cybetron's history. he fights his enemies, and that's it. the war he fought was also responsible for ravaging Cybertron too :/

primal on the other hand. he wasnt a prime, and yet he impacted so much more. in beast wars he stopped megatron from literally changing the past, saving the entire universe in the process. in beast machines, he made Cybertron a techno organic paradise too, ridding megatron of his hold on the planet, and bringing peace to the planet. until they decide to wage war on each other again.

while i love prime, compared to primal and even rodimus, he seems quite insignificant in his feats.

Yeah but again, not exactly his fault

It was a tactical choice and not a bad one considering the situation

Primal restored Cybertron to its rightful state and quite literally saved the entire Transformers race that lived on it.

Prime never really did much. He was a good leader and definitely a hero, but in shear accomplishments he's nowhere near Primal's level. Primal even saved Prime during the Beast Wars.

I think that's just the point, that he easily could've taken the shot but chose not to. There was no excuse, it as a terrible and costly decision on his part.

Oh I fully agree with you

A rather bad choice, although unfortunately kind of in character
