I would say that even though Galvatron was insanely crazy, I still preferred him as leader because IMO he had the most loyal and competent subordinates in Cyclonus and Scourge.

Cyclonus yes Scourge no. As soon as Scourge got his painted nails on the matrix he was on that Starscream mess.

Bludgeon. United the Decepticons and took them to the brink of victory in the latter issues of the Marvel run (which is more than most 'con leaders did IMO).

The best - Marvel Shockwave, although he did become a bit of a watered down shadow of his earlier self in the twilight of the comic's life. Soundwave was a solid interim leader and Ratbat a decent cerebral administrative leader ... Megatron and Galvatron had all the flair and gravitas but their insanity and inconsistancy prevented them from being effective and victorious leaders.

For the humanity and rationality of thought Scorponok showed he's probably just behind Shockwave in terms of his competancy and weight.

Oh totally, and its because of them that to me anyway, the fact that he was never successfully overthrown in the cartoon made sense.

He blew up Cybertron and Mars. ON PURPOSE. When the Autobots were trying to stop him.

Shockwave. He was just so, logical. Then again Zarak did a pretty good job in The Headmasters.

Megatron. always for me. To me he's always the forefront of the franchise.

He's the Joker to Optimus's Batman. The Lex Luthor to Superman. You just can't truly live without the two great enemies.

Though I also like Shockwave and Overlord.

Starscream: "Now Megatron, who is the new Decepticon leader?"
    Megatron: "Enough! Uhm... you are."
    Starscream: "I can't hear you!"
    Megatron: "You are!"
