Off the top my head I Galvatron who's literally Megatron anyway. least allot of of the time anyway.

Shockwave. At least two continuities were he either tries to takeover the Decepticons or tries to conquer cybertron itself. Tends to use Triplechangers sixchangers and duocons as his subordinates since in some univereses their results of his experiments.

Straxus. ruler of polyhex. A relatively small minded tyrant content with staying within his current;y claimed territories. Is a very powerful and brutal fighter to the point even Megatron knows it's wise to give him his space and not go poking a sleeping predacon.

Overlord. I know he's a decepticon leader in one of the japanese series and in power of the primes Megatron is one of his main rivals. He certainly seemed capable of making a competent power play if he wanted.

Scorponok. In some continuities he's leaderof his own decepticon forces main the head target and power masters. But being controlled by the more intelligent and cunning Zarak in the animated series Zarak could easily make a successful powerplay against the deranged Galvatron(He nearly blasted his own men dead when he learnt and was disgusted they'd allowed organic creatures to upgrade them even though the process greatly improved their combat abilities)

    Are their many others?

    Strictly G1/G2

    Ratbat
    Bludgeon
    Thunderwing
    Dezarus
    Starscream
G2 Windrazor (Rank 10, fight me!)
Jhiaxus (technically leader of the "New Cybertronians"...but we all know what he really was)

    All have had a turn.

    In other continuities,

    Magmatron
    Beast Megatron
    Gigatron
    Steeljaw

Bludgeon led the Decepticons towards the end of the Marvel comics if I recall correctly. I think Thunderwing also proceeded him as Decepticon leader but I'm not too sure on that one.

Thunderwing was a leader in the US comics IIRC, I don't know about any other continuities.

    Marvel US had:
    - Megatron: initial commander of all troops, then just Earth, then just (a district on) Cybertron. He was dethroned by Shockwave when he acted too emotional and beaten when he attacked Shockwave while still barely functional. Later lead for a while again until he went crazy. Came back and was beaten again.
    - Shockwave: Earth commander and most successful and likely longest running commander.
    - Ratbat: high ranking Decepticon on Cybertron. Came to Earth to audit their poor performances. After Shockwave went down he became Earth Commander by virtue of being high placed in the Cybertronian hierarchy, and thus the only chance for the Earth based Decepticons to get new troops, parts for repair and to get back someday.
    - Scorponok: District commander on Cybertron, leader of the Nebulan group and later Earth Commander since nobody else was left and he was the strongest. (He was a poor leader.)
    - Straxus: commander of a large district on Cybertron at the same time Scorponok was in command of another region.
    - Thunderwing: after Megatron was beaten again he became Decepticon commander on Cybertron. He became possessed by the evil Matrix.
    - Bludgeon: Decepticon commander after everybody else who wanted the job (save Soundwave) had died or fled the planet.

In the UK run there was also Soundwave. Soundwave lead shortly in the beginning after Shockwave had gone missing (in the swamp) and was the commander in the future time line after Shockwave was killed. Soundwave was a very effective commander.

    In G2:
    - Bludgeon lead at the start
    - Megatron returned and took command back from Bludgeon
    - Jhiaxus was the commander of Decepticons who came from elsewhere.

Marvel had very few Decepticon leaders who were in command of the entire army. Only Megatron at the start and Bludgeon at the end -- but then there wasn't that much left in the end.

No one's said Starscream yet. He was leader while Megatron was missing in the Bayverse and Prime at least.

Let's not forget Blitzwing and Astrotrain for one episode, though their versions of the Decepticon Grand Army was a football stadium with the Constructicons chilling out and a station full of trains.

I'm not really sure I'd count Starscream because in both those instances the Decepticons were still loyally waiting for Megatrons return. I think they just kind of tolerated him and let him delude himself into thinking he was in charge. Pretty much anyone could've easily removed him without any complaints I think.

I would argue they don’t count

Declaring yourself a leader doesn’t make it so

In Ghosts of Yesterday, Blackout tries unsuccessfully to remove him.

Cyclonus was leader in Ladybird Books, Soundwave was leader in the absence of Megatron and Shockwave in Marvel UK

I knew they would be debatable, but I guess Blitzwing had enough clout to get the Constructicons to play around for at least a little while, so that could count for something. As for Astrotrain...what happened to you man? This is not Mr. "DIE LIKE THE WORM YOU ARE" from "The God Gambit". (and yeah, I have heard that most likely those were all originally Megatron's lines before they decided to substitute in Choo-Choo-Rocket to promote the toy).

Mega zarak/black zarak is the japanese version of scorponok, but they are different enough that they can be considered separate characters, devil z from super god masterforce, deszaras from victory, violen jiger from zone, dark nova from the battle stars, scrash from operation combination, starscream was leader in prime for a little bit, that's all I can think of right now.
