To have a reason to be a Headmaster (a Transformer who becomes the head of a larger bot), a Transformer would probably be someone who fits the following requirements:

    - someone who hacks/hijacks tech (Soundwave or Blaster)

    - someone who pioneers new tech to use (Shockwave, Jetfire)

    - someone who has the ability/desire to steal bodies (probably someone like Starscream, who would need to change bodies with a different technique to stay alive other than clones)

    - someone who needs some sort of a life support (one of the old-timers like Kup)

Who else do you think could work out as a Headmaster?

I could see the primitives as headmaster, sort of like a beast and master combination.

The headmasters themselves don't work? The nebulons joined up and became headmasters because they were stronger together with the cybertronians in order to defeat the hive/get the decepticons of their world/whatever. The headmaster juniors became headmasters because that's how they were able to gain power and fight alongside the cybertronians. The master warriors were basically built as headmasters to maximize use of headmaster technology on their planet. And Henry Masterson became the Headmaster because lol n00bs.

Well, I was sort of referring to which non-Headmaster Transformer (either G1 or wherever) could benefit from this technology.

But to be honest, it could be anyone couldn't it? You could give anyone minions, anyone a power-up, and also anyone a Headmaster.

This. Otherwise, its just forcing a gimmick on characters (see almost entire Titans Return line)

    Combiners, maybe?

Sort of have the usual 5 and the sixth transforms into the head for combined mode.

could be used to either get around the issues of the gestalt personality.

    I've been thinking about this.
Being a citybot must be incredibly boring and depressing.
Its actually quite cruel to create a citybot.
If they could all be headmasters or in this case Brainmasters they could have a social life and interact with other Cybertronians.

    Ebay:
Prowl with Chip Chase as his Headmaster. They worked quite well together in that one G1 episode. Plus it would provide Chip with greater mobility thanks to the exosuit.

I think any Transformer who has a close friendship or (in a Decepticon's case) a forced partnership with a human or being of a similar size could work as one. For example, you could have Bumblebee with Sam Witwicky, Arcee with Jack Darby, Ratchet with Sparkplug Witwicky, Starscream with Dr. Arkeville, Megatron with Isaac Sumdac, Ultra Magnus with Verity Carlo, or best of all, Blitzwing with that one football coach from Triple Takeover!
