The Best- and Worst-Run States in America - Yahoo! Finance Now I didn't expect North Dakota to be number one, but with the shale oil and stuff it does make sense. Now I know everyone will be shocked by finding out California is a toilet. If the weather wasn't nice in so much of the state would it have redeeming qualities?
Yes, but that's a loaded question, since almost every feature down to the landscape is dictated and sculpted by weather.
Interesting that the "best-run" states all have relatively low populations vs. land mass and few urban areas, vs. how all the "worst-run" states have high populations per km (except Arizona) and high urban populations...
Off Course the states that in the middle of nowhere have no stress. They don't need to worry about hurricanes washing their cities away.
Completely not surprised that California is last. It's part of the reason why I'm glad I got out of there five years ago. Virginia is 9th best. Also not very surprising to me.

Texas imposes low taxes — and no income taxes — on both individuals and businesses.
