Its supposed to take place in the time between the second last level and the last level of FOC for the Cybertron parts and sometime after the film (or possibly just before the final scene) for the AOE parts.
In the English Channel, not too far off the coast of Normandy, it tells the tale of a pair of Billionaire brothers and their plans to enslave a small rural island. No transformers are featured, as there are only about 6 vehicles there.
