So as far as I know the identity of the blue motorcycle has not yet been revealed. I'm wondering if it could be a character based on Armada Sideways. I know the name was used for the toy in RotF but I don't think it was actually used in the film. Regardless, in Armada I thought Sideways was a very cool character. Revealed to be part of Unicron. A kind of emissary. If they have a bigger plan for the Transformers films going forward he would be a great way to plant the seeds of Unicron coming down the line.
During the filming their was a bike, with a rider with a Decepticon logo on their jacket, I assume its a holomatter avatar. I doubt it's Sideways since we had one already in ROTF and he was sliced up real good.
I've been catching up on news related to The Last Knight by watching YouTube videos by RaginNation and DingoCrikey among others. I think they both mentioned that a blue confederate motorcycle had been seen on set. I really don't know anything about motorcycles. Right but I don't recall in RotF them actually using the name in the movie did they? Regardless they could pick a different name but have the same basic type of character is what I'm saying.

Pretty likely. Even if it ends up being a new body for Frenzy. I mean if Barricade is back, He has to have his partner in crime, right?
I don't believe it's Frenzy. The point of having Frenzy around was because he was small and portable. It'll just be a random Decepticon—possibly one who's unique to the movieverse.
I still think the driver could be a pretender ... actually, if he was algo a headmaster it would go well with the OP´s theory
