Nice observation with that protester's slogan! But I dont have reasons to believe that Mayhem Attack Squad would stay on Earth. That sequel hook scene in Sins takes place after they've left the planet to regroup, I think. And besides, they dont have Tarantulus arpund anymore to maintain their bio-disguise whatever tech.
They may be on earth without any problem, as may Rom, M.A.S.K and Micronauts... I think the problem is that Earth is such a big and generous place to host so many stories that writers don't need to check on each other's work to make a consistent plot line on what's going on on this planet. As such, Mayhem, Impactor and Tarantulas could just look the other way with all the clash between junkions and Optimus and co. edit: I'm saying this because the whole story of "Sins of the Wreckers" appears to be so self-contained, so out-of-placely written, other than the fact that some Kup, Arcee and Prowl just "happened to" step into that miniseries. I hope all those dangling plot thread will be answered in a new series written by Roche, that will be much appreciated.
This, btw, was a thing that bugged me a little about Sins. Last Stand obviously played heavily into stuff that came up later and wider events, hitting a place we knew, while Sins seemed a bit more self-contained with everyone going off on their own... Prowl being the one major character heavily affected. Well, and Verity, if she gets to appear in non-Wreckers stuff.
