That is one of the best, if not THE best, WFC Optimus customs. That neon paint adds an incredible level of awesomeness...I wish Hasbro would put that on retail TFs!

Do i need special lighting?

question on the paints on Testors website are these paints labeled as neon or are they the Fluorescent set here Testors » Testors » Enamel Paint Sets » Enamel Paint Sets » All-Purpose Fluorescent 6 Color Paint Set I plan on repainting mine in a similar manor but without the wear on it
