I think he pulled the arms off, I think Hasbro would have shown us this.

His gun mode is his ship mode with the com tower wings down. They showed us this.

my point is its not out of the norm for hasbro to not mention "hidden" references. hell titans return perceptor has his tank mode thats entirely undocumented as well

While I don't necessarily think Hasbro would've advertised this as a boombox mode, I do have to agree that Soundwave's arms are conspicuously absent. Not sure this can be pulled off without removing them.
