Lets just say a while ago my friend got a digital video camera that fell of the back for a truck... yeah... thats it. But alway it just so happens I don't have a charager for it. So I went to CC and they gave me this charger that caused the red light to come on but after four hours nothing happened... but I can turn it on when its plugged into the thing. So here is my question. The battery is like 7. somtething volts, but the charager has like settings for like 6,8, and 9 something volts. Will that still charge it? And do you think the battery is just shot and I need a new one that can be charged with it?

I'm an electrician and I run into problems like this all the time. Chances are your battery is done for. Try charging it it at eight volts for half the recommended recharge time and see if it charges the battery. If it does just charge it for the whole time at 8 volts if not. . .sorry you need a new battery.
