    I have a theory.

    Dr. Orchid (Slaphappy) did it! He tampered with the body and has been very casual and cavalier throughout the investigation!

    And I don't need a stupid warrant! Arrest him!

    Edit: Plus he's a doctor! He must have disliked Shockwave who's a scientist that made an enemy of everyone!
