first time I thought it's Payload,but Payload is 4 wheels and this truck is 6 wheels and there are lot of differents with Payload.

You know, we've been asking Hasbro to make more mundane vehicle Transformers for years. We asked Eric if they could do taxis (easy enough to modifying regular Chevy-type cars into cabs).
If it's a bus then it must be a play mate for Bonecrusher. Looks cool whatever it is but I said that about payload and he was a bit of a mess when I finally got him.

Looks sort of like the Ice Cream truck. I'm guessing TF08.net will keep posting blurry pictures of the figure until someone else finally gets a hold of one and provides clear pictures (ala Movie Soundwave).
My guess goes to soundwave. The one part molded in color is molded in blue, one of the writers (when asked if he would be a pickup-tuck) hinted he would be a different kind of truck, and finally: he does kind of resemble animated Soundwave.
