The legs wont stay on him even after I put a hairdryer on this guy for 20 minutes to soften the cups up so they'd form better around the balljoint...

have you tried using one of the Gundam Action Base?

Some Transformers do fit on them and you can have Cosmos doing a fighting flying attack!

 

Try some nail polish on the joints.

 

I have several Cosmos' and no. None of them have that problem.

One of them can pop a leg off if I don't angle it right when Transforming him, but otherwise, nothing even close to what you're describing.
