I did some researching it seems it was a takara reissue and not hasbro, does hasbro usually release the same reissues from takara

Yes the US reissue line is dead like FD said.

Pretty much yes though there are minor differences between the US and Japanese versions (i.e. missle length/color). It cuts the costs for both companies.
