11. Arcee (composed of 3 robots with one mind sold separately Red Arcee, Blue Chromia and Purple). 3 robots can combine.
So it is sort of 11 or 13 Autobots.

1. Megatron. 2. Starscream. 3. Barricade (supposed to be a last minute addition but seems to have been taken out). 4. Grindor. (Blackout lookalike or repaint). 5. Scorponok.
6. Fallen. 7. Soundwave. 8. Ravage. 9. Sideways. 10. Scalpel. 11. Alice the Pretender who is based on an Alice in Wonderland robot in a theme park.

list of 7 constructicons that form Devastator :
1. head. Mixmaster.
2. upper torso. Scavenger.
3. lower torso. Overload.
4. left arm. Hightower. 5. right arm. Scrapper.
6. left leg. Rampage 7. right leg. Long Haul.
There are many duplicates of the contructicons who serve as background extras. Protoforms also serve as background extras.
In the beginning, Scavenger lookalike Demolishor dies. Rampage has a red repaint who fights Bumblebee. Repaints save on animation and also help sell repaint toys.

There are about 18 Decepticons. Not counting the protoforms, kitchen appliance robots such as the popular toaster Ejector, and a tiny Insecticon. Ravage also releases lots of tiny crawling spies.

 

Um, spoilers much?

 

I copied my list from an old email to a friend so sorry about the 1-2 spoiler there that i did not notice. Anyway, Demolishor, the Scavenger lookalike is quite a minor character at the beginning. Wikipedia robot list also lists the Pretender as Alice so I did not realize it is a spoiler.
Barricade seems to be out of the movie again.

 

Yeah, Alice is hard to keep down anymore. Barricade's not in thogh.
