It's a hasbro initiated project, so hasbro's primary markets get priority. As far as Japan goes, Takara controls Transformers there, so despite being partners with Hasbro, Hasbro doesn't determine when stuff gets listed by Takara

I honestly think it's because people in those countries don't waffle as much as westerners do.

Could be a number of reasons.
-Could be that was just the agreement that they made from a corporate standpoint.
-Takara didn't think they needed the whole month+ for their sales.
-Or they just don't care and just said "here, order it if you want to.

 

I can't imagine there's any desired reason, just factors behind the scenes resulting in it coming later to some regions. Unless someone at Takara has really bought into FOMO marketing and thinks a shorter window is better.

Logistically I doubt theres any chrome on it. Most likely the same gold paint used on recent Marvel Legends Ironmans. It wouldn't make sense too vac metal the legs and paint red over them and would be a waste of money to just vac metal thos small parts too attach on
