I think I think the angle they're taking is that it was a different kind of world pre-war. And IDW one, pre-war Cybertron was still a crapsack world run by fascists that, as seen in the pages of Lost Light, would have gone on to have an even worse impact on the rest of the Galaxy then if the Decepticon Uprising had never happened. With shockwave having vents in back in time and intentionally orchestrating events to play out in such a manner as to undermine the concepts of faith and belief. In the reboot Cybertron seems to be an actual Utopia as opposed to an overt dystopia. Granted I'm sure there are cracks beneath the surface, I mean the war breaks out. But just the fact that it's a galactic Hub of trade and culture is itself a huge difference.
