Yeah, it's another we are being edgy to be edgy series. They are only in their costumes in maybe 3 to 5 episodes a season, and it's usually more talking about feelings than action.(Again sad because some of the costumes are pretty good) Also it's Akiva Goldsman so nothing happens for most of the season, then he rushes the end of each season and the ending is quickly wrapped up and unsatisfying. Plus he uses needless violence to be dark and likes killing classic characters that would be interesting and keeping ones you don't really like. There are also the usual stuff happens because it needs to because it wasn't written well and he needs to get out of the corner he's written himself into. Which is sad because there are a couple episodes here and there that show what it could be if they had a competent team behind this, but they are usually few and few between and usually written by better writers. For instance probably the best episode of season 1 is the Doom Patrol episode, which was written by the writers from the Doom Patrol series.(Which is a good fun series and worth watching) That was one of the few fun episodes of the Titans series.

Titans: Season 3 Introduces Jason Todd's Red Hood - and He Targets His Teammates Titans Season 3 Adds Barbara Gordon and Scarecrow, Moves the Team to an Iconic DC City The additions of Barbara and Scarecrow were announced at DC FanDome's Titans panel. Although Barbara will have still been Batgirl in her past, she's now filling her father's shoes as the Gotham City Police Department's Commissioner. Her past relationship with Dick Grayson/Nightwing is also intact, though she won't be too happy about the Titans being in Gotham City. As for Scarecrow, he'll be an inmate at Arkham Asylum and offer his "services" as a profiler and consultant to the Gotham City Police Department.
All Goldsman likes to do is the overly dark storylines, after the last two seasons lack of plot cohesiveness I don't hold out much hope for this season either.
If the last two seasons are any indication, only Jason and maybe Dick will wear their outfits. Then the rest of the cast finally do it in the season finale.
The lack of suits is a budget thing. Regular cloths are WAY cheaper than a super suit that's custom made.
While this is true, if the CW can pull off using custom super suits in almost every episode of Arrow, Flash, Supergirl, Stargirl and Black Lightning then you would think that Titans could pull it off too

CW is better at dressing up off the rack clothing and foot wear for their costumes (capes and masks aside). Example Green Arrow's boots were all high top sneakers (Nike's IIRC) dyed green and had a boot part attached to them. Wonder Girl and Superboy have more off the rack outfits. The Deathstroke, Ravager, Robin, Nightwing, and Hawk/Dove suits are way more custom. And thus more expensive to maintain the two dozen copies they'd need for filming.
