I feel like the original cartoon writers really missed an opportunity by not making Perceptor's shoulder cannon a shrink ray. It could have worked like the mass-shifting technology. Perceptor would have been unique in his ability to use it on other things or people, and it would have fit in perfectly with his microscope alt mode.
I mean, other Cybertronians obviously have access to mass-shifting technology, and there certainly seem to be limits to it. So I wouldn't imagine Perceptor being able to shrink ALL the Decepticons with one shot or anything like that. And those who were hit would probably be able to reverse the effects later.
