I've been adding all the ROTF toys revealed (officially or not) to a list, using the numbers of deluxes/voyagers given at the start of the year. Something occurred to me when I added Long Haul to the Voyagers... I honestly can't see them only doing two of the three bike triplets (especially if they combine as rumored), so maybe... What if this is why they didn't give the "regular" Constructicons combination abilities? Maybe they knew they'd be short one (or two) until next year, and they didn't want to people to have to wait until 2010 for some kind of Devastator? Where are your #/24, #/11, #/3 numbers coming from, who said these are official release numbers? You're trying to do math with too many unknown variables.
"24 characters" so why does Bumblebee count twice (not to mention Skids and Mudflap), unless they mean 24 figures?
1. Why would they care about that? 2. If they did, wouldn't they have just pushed some of the other figs (Swerve, Dead End, Barricade, Blaze Master, etc.) back instead?
It should be clear by now that Hasbro regularly browse TF forums. Every so often, they make a decision like this, then sit back in velvet smoking jackets and laugh. Laugh until the tears run like rivers from their eyes. Then they light a cigar with a burning MISB Sunstreaker and drink a martini made with a fanboy's tears.
1. Money... Devastator is going to be one of those characters that people (especially kids) will presumably go apejive over. Given the trailers seen so far for the movie/games, he features prominently in the story and is just all around bad-arse. Not having a toy representation (outside of sub-line "Power Bots" and "Robot Heroes" versions) until at least six months after the movie's release? That's just bad business... 2. Who knows... Money perhaps? Maybe they were only budgeted for X-Number of totally new deluxe/voyager molds for the year, and there just wearn't enough to cover all the new characters?
OH I dunno maybe if they didn't fill the range up with repaints they might have room to put those characters. I mean its not like we need 3 deluxe versions of bumblebee do we?
The more I've thought about it, the more I think that the 24/11/3 was just original molds/retools, and doesn't include straight repaints. Especially with the Leader's count. I can't see them not repainting the three Leader class figures. They'll probably each get at least one repaint, if not two. The count could also be old, and they could have added to it, and didn't have the updated list ready for Toy Fair. In the end we'll just have to wait and see.
Again, I ask....official numbers? Not press release. And where are the numbers for Scounts and Legends? Which wave(s) is/are they referring to? My point is, these numbers aren't set in stone...too many variables. Anything can happen.

If not, they are just the numbers for this years figures, and we'll see figures threw at least half of next year, so they could be waiting for those later waves to release certain characters. Scrapper, Hightower, and potentially Overload are three of the six characters that should be getting larger main line figures. Personally, I'm hoping we also get a Voyager Jetfire mold. That way I don't have to get the Leader to get a good sized figure of him. As far as I've seen, there haven't been any listings for any RotF Deluxe Scorponok figures. Only Scorponok figure we're getting that we know of is the little guy that's coming with the Voyager Blackout repaint.

Well you can't really take trailers into account...who knows, maybe that part with Devastator in the trailer is the one and only scene he's in? I'm just thinking about the Bonecrusher/ Optimus scene from all the TF1 trailers, which was 99% of what Bonecrusher was actually seen in the movie.
