Now it´s the "Outer Circle" in Captain America that has been "controlling history? How have they not been wrecked by the myriad of other secrets groups that existed FAR longer than they have?

Even though the Court gives me eye rolls, I also think it was a good addition to the mythos and a unique adversary for Bruce.

I think you just gotta roll with it though. Retcons are a normal thing. Some good, some bad, some boring and forgettable.
