Considering their technical capabilities and the contemporary era the movie is set in, some subtle hacking could have had them swimming in cash liberated from the Cayman Islands.

Hell, maybe the Decepticons are anti-capitalists as well as fascist conquerors and think currency, commerce and trade are the weapons of the oppressors or something and thought it beneath them to stoop to that level.
