This doesn't confirm a fourth movie, it jst says wat they would do if there was a fourth ,..... Unless I missed something?

You have seen Optimus in every movie, do you really need to see him again? What new Decepticons can there be? Soundwave, Megatron, Shockwave, and Starscream are all dead. I don't see how the series can continue at this point. A reboot is for the best.
let the movies end on a high note. Then a reboot and a new director can give us a new direction since its mostly warn out in the current movie verse. I mean EVERYONE are all dead including shockwave ... sorry buddy
Right now all we really have is speculation and wishful thinking. The people who actually write the checks that get films made really haven't shown any indication on when there might be a fourth film. GI Joe has been moved the 4th of July release slot so Paramount and Hasbro might be focused on building up that as franchise brand. Hasbro has been wanting to develop brands other than just GI Joe and Transformers into movies so another live action Transformers film might not be the highest priority right now. People also leave out the wee little bit that Dark of the Moon actually made less money in the US than Revenge of the Fallen did. With all the main villains dead, needing a new director, needing a new star, and wondering if the US box office was the start of a downward trend perhaps Paramount isn't ready to just jump right back into the investment of finding something to do with Transformers right now.
US doesn't equal the world anymore. Hollywood studios are finally starting to realise that. DOTM made $145,542,469 in China, alone. What about the wee little bit that it made over one billion dollars worldwide? There will be more films beyond a TF4, whether they are reboots or direct sequels. Factor in DVD/Blu Ray sales and merchandise; I think it’s safe to say that Paramount and Hasbro are pretty pleased with themselves. Plus, making $352,369,061 domestic is nothing to sneeze at. If people are really interested in finding out how successful DOTM is, the general rule of thumb has it that a film, any film, needs to double its budget globally in order to break even. DOTM's budget was $195 million dollars. Basically, it broke even at $390 million or so. Another bit of info that not everyone is aware of is that the studio takes home about 55% of the entire gross. Paramount has made money on the film, and plenty of it.
While the world wide take is an important part of the Hollywood business model the domestic market is still seen as the place for a studio to see if their property is trending up or trending down. The domestic market is also the studio's safe money because they know they will have access to the domestic market while a market like China can be blocked during a trade dispute or because of censorship that will not allow a film's release in that market. While the numbers are impressive I'm not sure if we should read too much into the numbers like another film coming soon or that the films will continue exactly as is. If it was just showing a profit then there are lots of films out there that would have more films in their franchise than they do now.
The question isn't can you sell Transformers fans on other villains for the movies but can you sell new villains to the people who only know Transformers from the live action films? Some films have been able to do this with no problem because they have a huge rogues gallery that is already part of pop culture. Batman could pull a new villain for a load of films before he's cover all the big names. Some films have a new main bad guy almost every film like the Bond series so people expect a new villain every film. But after three films of Megatron and Starscream will the people who aren't heavy into the history of Transformers be expecting Megatron and Starscream? It's kind of the problem Star Wars hit of it was making loads of money but could they come up with sequels because after three films Darth Vader was so ingrained as the villain. Fans no problem as we can make a long list of potential main villains we'd love to see. The public at large is the tough question because it could go either way.
The movie was over a billion at the box office worldwide and that doesn't even include the money they are making hand over fist for figures and merchandising. There will be a 4th movie, you can bet on that.
