That's the unmanned drone-type Dark Legioss from Mospeada. They get, like, eight seconds of screen time in the last episode.  



He makes a good WFC Lugnut, I think.

I was actually asking about the race car guy, though. The guy with the "Circus-1" labels. Sleek in both modes, almost no kibble.

 

Oh, sorry. I'm not surprised you're unfamiliar with the Circus-1, seeing as Galvion was never released on video (much less available in English).
Nonetheless, MegaHouse has released this awesome "Variable Action Hi-Spec" transformable figure of the mech, which looks right at home with a neo-G1 display:







I've rebranded him as Clocker, a significant Velocitronian character from Exiles who has no Aligned toy (nor G1 incarnation, for that matter).

These were really out of my time as I started collecting relatively recently, but I assume that they were hard to obtain?

 

Some were extremely hard to get. The US ones were easy enough, but some of the the Japanese ones were a pain. Like I've seen them 1-3 times the entire time I've been collecting.
