Could've had it, where the other Autobots were either killed or went in hiding, but Evac was too rambunctious to just lay low, so he decided to keep tabs and interfere with the K.S.I. Always making sure that they could never find his Autobot friends, of course sometimes he was too late or just couldn't stop them on some occasions, then he met Shane during one interference, Shane saw the dark intents of the K.S.I and teamed up with Evac. Doing some small sabotage missions here and there, until Evac recieves the signal from Optimus. That's when they to Cade's place.

I don't know, some re-working of the script/character and the plot perhaps, but I think it could've work.

Evac being like the intelligence officer or something filling the autobots in on their numbers and past events of the four years of them being in hiding.
