Sims 2 custom video help

    Hey guys. I need help with some help with The Sims 2. I found out that you can add custom videos to the sims 2 that your sims can watch on their TV. Now I know how to add the videos but I don't know how to make them. Two requirements of the videos is they have to be 128X128 pixels and 15 frames per second. How would I go about making a video that size?
