I think it was mostly meant to be a stylized Prime head, but I could be wrong.

Optimus Prime. Specifically the G1 toy head. (the G1 toy was redecoed/tooled for G2 at first before new moulds were made.)

Very stylised Optimus Prime. The downward slant of his faceplate reminds me of his Actionmaster head.

It does also remind me of Soundwave.

Wasn't there a comicbook panel in Generation 2 saying they wear the face of Optimus? or am I just misremembering that?

There was a UK comic that did that I think? or maybe IDW?

There was a comic set waaaaay in the future where an old bot tells young bots a story and at the end the old bot turned out to be Optimus or Rodimus. And the story used the G2 logos in the future which were supposedly the post-war insignia.

The old "narrator turns out to be the retired hero" is an old trope. Superman's had at least three versions of that and Darkwing Duck did it. It's that category of things like "evil twin" that you don't do to be original, you do because it's cool and familiar and one of three or four satisfying ways to end a western hero saga.
