The effect of the lighting. the entire piece is lit using the picture in the background; it's a process called radiosity. Plus, it helps set the mood. The actual model is very dark blue, grey & silver.
And though I've never really been too keen on using the Machine Wars mold to represent Starscream, that model looks really evil and sinister. The lighting is just perfect and I think the amount of reflection is fine for this pic. I can't wait to see him with dirt and grit, though when you do add that in, I think it would work best to confine it really to cracks, nooks and crannies, and rivet lines, as Starscream struck me as rather vain about his appearance and wanted to stay as clean as possible. Just out of curiuosity, will Starscream sound like Starscream in episode 2 of Redemption? Or is he still going to have his current voice? And what of Megs and Prime? I know Megatron was more of a David Kaye-esque in terms of voicing, but will Prime retain the classic G1 Peter Cullen voice? Will we ever see Megatron transform into his hand gun mode, before being rebuilt? And one final question (as if you haven't been bombarded enough), will we see Soundwave?
The image was mostly lit using the HDRI image in the background, with a slight amount of light coming from in front of the model. My thoughts exactly. Unless Starscream gets the living crap kicked out of him, of course He will have the same voice that he had in Episode One (there were reasons why he sounded like he did, that I won't go into here. Suffice to say he will sound better this time around). I am doing Megatron's voice again; Kickback is voicing Prime. Unlikely. Megatron is more than a little... unbalanced in the Redemption Universe, and he never leaves Darkmount. And after Prime is upgraded, would You face him as you are...? Neither would Megatron... Probably not in Season One, no.

Besides the awesomness of the art, I really love how this recent work is very smooth and very crisp. I guess this is attributed to the new program you've mentioned a while back?
Actually, this piece didn't use the FPrime renderer at all; I guess I have just learned a lot since I did Episode One
