In the forest fight after Megatron kicked Optimus he says "Is the future of our race not worth a single human life?" And Optimus says "You'll never stop at one.." etc My point is, could this be foreshadowing the events of DOTM? To me (now that I think about it) Megatron is referring the future of the Transformers depends on humans, just like how in DOTM they need to use humans to rebuild Cybertron. Then Optimus says the following line, its like hes refering how they wont use just one, but all 6 billion people on earth.
They didn't need humans to rebuild Cybertron. They were just going to use them to make it a lot easier.
If anything, I thought the foreshadowing came from Simmons who mentioned that all he ever wanted to be was an astronaut. In DOTM, the plot revolves around a lunar landing conspiracy.

You can take like that if you want, just to create a sense of flowing continuity....but it doesnt actually have anything to do with DOTM, because at the time the dudes wrote ROTF, well, DOTM hadnt been even conceived, so there's no real connection in this statement. But you can think there is if you like xD
Optimus was right, Megatron wouldn't stop at one human. With all the contempt he had for humans, if Megatron had got what he wanted in ROTF, he would have destroyed Earth, killing us all.
The entire "using human slaves to rebuild Cybertron" thing never made sense to me. Unless they were doing it to dick around humans on purpose, building machines to rebuild Cybertron would be waaaaaaay more efficient than having all those tiny fleshlings do heavy physical work.
I took it as strip mining Earth and using its industries to rebuild. Of course all of humanity would be slaves. I think the original Decepticon plan besides army building was using the Allspark to create a slave race to rebuild Cybertron. Since two Energon gambits failed its a last resort.
When Devastator starts sucking sad in ROTF a newpapers is seen and it shows mysterious robot which hinted Shockwave.
I really don't like that line. What if Megs did stop at one? Would that be okay with Prime? "Just one, Prime, I promise." "Well, okay, then, but just one!"
