Unfortunately, this is just the first volume of Season 2, which was discovered last month and was released here December 7th - Robots In Disguise Season 2 - Volume 1 DVD Release Info - Transformers News - TFW2005 Apparently the second volume has already gone through the classification process, so it should be announced soon, and released soon after that. That should cover the first 13 episodes of Season 2, and hopefully the season 2.5 episodes will then come out soon after that. .
I finally had a look for this at a nearby source for Transformers DVDs and was disappointed to see that it only has the first five episodes. I was expecting it to have 6 episodes, and then volume two would have seven episodes to make up the first half of the season... but now it looks like it might be three volumes, with 5 - 4 - 4 episodes on each to equal 13.
