I agree with you and I dont think this is official but I think a good reason they would give prowl and smokescreen brand new molds and not bluestreak is because they are more popular than bluestreak
or it just a promo/ real early design of him
So, what would be the proper channels to “complain” to Hasbro about this? (Assuming the render is authentic?)

Isn't Bluestreak already manufactured, or close to it? It might be too late to complain, assuming the render is indicative of the final product.

Here's what happened:
The first eight animation models were created by Japanese artist Shohei Kohara, then went through some modifications and were then used in the animated segment for the first ever television commercial for the Transformers, which advertised the Marvel comics. Among those "original eight" was Prowl. The animation models were then subsequently further revised by Filipino artist Floro Dery, who also created the animation models for the remaining characters, including Bluestreak. This resulted in a situation where Bluestreak and Prowl, despite being almost identical as toys besides the colors, ended up having very different-looking animation models, including very different interpretations of the toys' heads.
For the 1985 characters, Dery went with considerably more toy-accurate designs, which is why Red Alert's animation model isn't just a modified Sideswipe, Hoist's isn't just a modified Trailbreaker, and Smokescreen's isn't just a modified Prowl or Bluestreak.
Photoshopped from what? Both Prowl and Smokescreen's renders have completely different poses and perspectives.
Also, duh. It's a CG render. If elements look pasted on, it's because it's not a photo, it's a computer-generated image. By that logic, Smokescreen's render is "obviously photoshopped" as well.
I hear the heads are not really swappable with the siege ones, that is too bad, it would have been nice to have had that option.
It's likely an official render but also that doesn't mean it is totally correct - we've had off model compared to the actual final production toy renders since at least the Prime trilogy make it to the PR drop stage many times before, heck some even made it to the box art itself! e.g., Quickswitch's Non-existent New Hat, TR Frumble shown with the Rewind head, POTP Hun-Gurrr's [CENSORED] head, even right above this post with ER Smokescreen not having his lower leg/foot side panels properly deployed!
In all honesty though with the seeming increasingly rapid turnaround in Hasbro doing a particular character, then turning around and releasing a tweaked "better" version, I wouldn't be surprised if "Bluescreen" is the Walgreens Exclusive deluxe but then there's a later box set or Select release of a redeco'ed more G1 accurate "Prowlstreak". We won't know until we see the actual final figure in the plastic promo pics drop.
I think the reason some people are upset is because this isn’t simply a minor mess up. The whole base figure is wrong. That results in the head being wrong and the bumper being wrong. This is a pretty big mess up.
But that is to say, we should def wait until the figure is official announced or we get in hand images.
That is kinda my point, let's see what the actual figure ends up being before jumping straight to denial and/or nerd rage over a CG render of unknown origin, yeah?
Plenty of other stuff to get worked up about at the mo' IRL IMHO, let's keep our hobby an oasis (and vent when necessary if Hasbro actually do stuff it up! ).
What if they pull a generations selects rotorstorm on us and change his head?
Then he would still be Smokescreen's car mode painted in Bluestreak's colors who transforms into a robot with Bluestreak's head.

I certainly did. I was hoping it was Bluestreak's turn to be the main mold cause Prowl looks like a Police themed Bluestreak.
