They probably were before, but I'm betting because of the Netflix series that it made it popular again so people are wanting them. They're tf section got moved and it's a big smaller now.
I grabbed mine at Happy Valley about... a month ago? A friend grabbed a set in Woodburn a few weeks ago too. I think they have come and gone for now. Each store I hit got a decent amount of sets but they went fast. I bet they will be included on the eventual Netflix Series 2 shipper. Thank you! I’ve had a busy few days but Walgreens eventually found the package much later. I will honestly never use ship to store again haha.
Wood Village Walmart has the usual old stuff. They have the new Star Wars exclusive shipper out though and lots of everyone except the Mando Loyalist, hes gone.

Picked up an ER Bluestreak at the 1620 NE Grand Ave. Walgreens near Lloyd Center. The only one they had but Blue is out on shelves at Portland area Walgreens most likely.

I'm speculating Hasbro Pulse didn't get enough stock to fulfill day 2 orders from Hascon for the 10/19 ship date, so that might be why they opened up pre-orders again today for a second production run? Also, they set the number of available pre-order slots to 50,000 with no set deadline date to order (yet). The movie Old Man Logan / Patrick Stewart Professor X exclusive had issues also- some people got doubles when they only ordered one/got charged for only one, so I think Hasbro is making things right? Ahhh shit! I used to live blocks away from that Ross.....El Cotixan Tacos. Not really in to MPM Bayverse Masterpieces, but I did get the Bumblebee Movie one, if the price is right, might snag this too with MPM Ironhide.
