Probably, but let's face it, that scene wasn't really well thought out given the events of the rest of the series.
Then again, given we've seen basically identical duplicates of other characters in the films, maybe this IS another character who looks like Optimus.
Let's call him Domitius Major if he's a new character.

I always saw the paintings that had characters obviously ripped from promotional art as just placeholders to represent just transformers in history. They probably didnt want to make a bunch of new paintings and design new transformers for each one, so why not just add in ones they already have! I'm sure basic movie goers didnt even realise who were in the paintings anyways.

The whole idea of keeping the TF history hidden after so many people saw them is hard to believe...
I just see that entire sequence as Hopkins's character (I forget his name) being a bit on the crazy side and having paintings commisioned using modern tf's, and then believing they are actually genuine old paintings showing actual history. That's why they are all in modern bodies. Let's face it, the character didn't seem like he was firing on all cylinders.

It’s just a tweaked stock render of Optimus Prime. You can see Ironhide and Starscream in the same sequence.
Yeah Ironhide appears in two pictures.
It would make more sense than what Burton was proposing.
The movie actually makes a lot more sense when you accept that theory.
Cogman even points out that he’s crazy.
The more I think about it, the more I do wonder if Burton was supposed to be fake. This stuff is just too goofy. I mean, this is literally a promo render of Optimus, with some kind of Photoshop filter, wearing a feathered hat, with a cannon on his shoulder. And he's in an existing painting. Same with that Ironhide photo with the ships. I actually thought this was a fan parody when I first saw the thread.
As you mentioned, there were hints that Burton was crazy. There may have been some legitimacy to Transformers existing in the past (the Knights were obviously real), but I wonder if some of this was supposed to be intentionally over-the-top and fake. Same with Bumblebee in WW2. They wouldn't produce propaganda posters for something that was a military secret. And Bumblebee didn't even remember Burton. I'm wondering if there was more too Burton's character, and it got cut.
