Which program is better for cleaning up and streamling computer Registry by finding and removing all invalid data references and registry errors?

Norton Utilities, MaxMySpeed, or other?

Can either of them fix Error 8007ffff?

 

I find backing up and reinstalling the OS is the best fix. Computer Tune Up programs usually cause more problems and any version of Norton is complete garbage.
