Wandered in with a friend of mine today, and saw these (taken with cameraphone, so quality isn't too high; technically I wasn't supposed to take any pics at all in the store but EEEEEEEEEH) Yes, that is an All Hail Megatron cover design! They're also shown on HotTopic.com; Hot Topic Product Categories . Better quality pictures there (Starscream doesn't have a glare that makes him look like ). The guy at the store said they'd just gotten them last week.
