Barricade. Going by all the toys he has, you'd think he's a big deal. But he's really not. I don't find anything cool about him, not even his appearance or personality.

 

To be fair, outside of Megatron, he's the longest surviving Con.

 

The Fallen and Shockwave. The Fallen was just a let down, Shockwave was hyped because for a while we thought he'd be the biggie bad for DOTM.

 

Soundwave, very poor in the movies imo.

 

I think for a question like this you have to base your opinion on the context of the movies themselves and not on how equivalent characters are treated in other fiction. Since many fans were disappointed with the Fallen, Shockwave, and Devastator I would hardly call them overrated.

Within the films themselves, I would say the most overrated Decepticon is Blackout. Don't get me wrong. I think he's cool, but he gets no spoken English lines, shows no emotion, and I think that one gun he uses to blast the airplanes into oblivion is a little overpowered. I think heavy Cybertronian weaponry should send human military equipment and vehicles into oblivion, but that was a little too much.

Also, between him and Brawl I think Brawl plays the powerful but silent Decepticon much better.

 

Hard to believe any of the movie 'Cons are "rated" to begin with. Isn't it a pretty unanimous opinion that the Decepticons are kinda crap in the movies?

The proto form, that lands in France. He shows up in the trailer, in the film, he's shown to land, and than make a scary face at some random humans, and then is never seen or heard of again. Unless I'm wrong, and he's Rampage, before snatching Sam's parents. But then I don't understand, why he'd choose to give up his legs, for a single bouncing appendage. Well, now that I think about it, he could have been a pawn sent to retrieve Sam's parents, and later was set to rendezvous with the rest of his gang in Egypt ... only to die under that pillar. Then I guess he's not overrated at all, but is representative of the unimportant nameless cons in the Transformers films.

 

for the longest time i thought that protoform who snatches sam's parents was rampage but he's already on earth before that

i would agree that thus far barricade may be a tad overrated but i think it's his mysterious continuity that adds to his appeal

 

Megatron- Went from Scary Tyrant to Worshipper of the Fallen to Sentinel Prime's Whipping Bot to Gavlatron now to Badass Knight.

Starscream- He should more of the Backstabber like every other Starscream, than being loyalist to Megatron.

Soundwave- He went from cool Tape deck to Monstrous Tentacle Robot who is best buddies with Ghould.

Shockwave- He just hyped from DOTM before we've found out, he just there, and Sentinel is The Real Main Villain.

Devastator- He lost his cool factor.

 

All of the 'Cons have been major let downs IMHO

 

It's just that the Decepticons aren't necessarily the best thing within the movieverse. Barricade however is kind of unique.
Barricade is the most important Con in TF1

No wonder later iterations of him were all police themed in some way.

 

Shockwave

 

Seems like a tough choice since the trailers like to hype up some Decepticons but the feeling watching the actual movie is gee that's it? There also seems to be this weird movie rule that Decepticons can't be cool or competent after a certain point in the film. The you can kill some extras early in the film but then it's time to just wait around to get killed.

 

I would say Megatron is the most overrated Decepticon for me.
I mean think about it...in the first movie he wasn't the main villain, bc he was frozen in ice throughout most of the movie; he was nothing more than the final boss battle.
In ROTF it turns out he's not even the Decepticon leader! He's second in command!
DOTM he loses command of the Decepticons to Sentinal Prime, and he doesn't do all that much.
By AOE he finally has a chance to shine, and just gets ignored because of Lockdown...
On his best day Movie Megatron is just a joke.

That's your opinion, but that doesn't rule out others that enjoy everything about Barricade.

For me the most overrated con was the The Fallen, love everything about the character, but he didn't deliver quite how I imagined.
