The correct answer is RID Megatron.

Bayverse Megatron is the biggest loser of a villain. He couldn't conquer earth even if he farted out nuclear bombs.

I am going to go with G1 Galvatron from Sunbow. The guy wasn't just ineffective as a villain, he was downright hazardous to his own side. Decepticon leaders having to deal with usurpers and traitors is standard fair, but I don't think anyone else has ever had their own side try to commit them.

This is a bit too ambiguous. Ineffective in what sense? None of the these guys win in the end, so they can all be considered ineffective, right? I have a feeling G1 Megatron will get a lot of votes, but to me he is the most effective as a lead-villian character and helped build the entire franchise.

If you look at battles won/lost, how could anyone really vote against Unicron as he ate entire planets? None of the other villains had that kind of power.

So I will respectfully abstain from the poll. :)

Losing at the last possible moment doesn't dash their win/lose record.

G1 Cartoon Megatron was beaten by a kid with spraypaint once.

    True story.

Megatron started the war between the Autobots and the Decepticons, Indirectly created Optimus Prime by killing a lowly dockworker, Saw to the creation of a Space Bridge on Earth, led the semi-successful assault on Autobot City, Indirectly caused the Beast Wars, Conquered Cybertron... Twice.
Galvatron... umm... hmm... I can't rightly think of any successful achievements by Galvatron

Prime Megatron. Though I was sorely tempted to vote for Prime Unicron, given his "hi and die" nature.

Prime Megatron had no business being involved in the series, he would've been better off being a thug or even "The Dragon" for Soundwave.

Prime Starscream needs to be on here, as he pretty much won the war for the Autobots by accident (s).

Well, I guess he was effective, just not in the way he wanted to be.

Yeah, G1 Megatron (Sunbow) started and effectively won the civil war for Cybertron. Whatever little missteps he may have made in seasons 1 & 2 episodes, do not forget that by the time of the movie, he had successfully expelled ALL Autobots from Cybertron. That's not ineffectual. And if it was, it would say even worse things about G1 Optimus Prime, although his ineptitude is a separate topic.

That could be attributed more to Shockwave than Megatron, however.

RotF The Fallen. He gets curb-stomped by Optimus Prime for 15 seconds. Ineffectual didn't begin to describe how much of a loser he is.

Don't know half of those villains but I know that the movie Megatron basically did nothing.
He ripped the black transformer in half in the first movie but that was about it.

In fact, he was frozen most of that movie hahaha.

Very good points guys! In fact when Megatron made Skyfire recite the Cyberton pledge it explicitly implies that the Decepticons rule the planet.

No, because Shockwave (Sunbow) kept things status quo for 4 million years. Megatron woke up from stasis in the Ark, and within a couple short decades (1984-2005) had wiped all pockets of resistance (including the fembot team) off the face of the planet completely. All the Autobots were either hiding out on Earth, or relegated to (poorly) hidden moon bases.

During the first couple seasons, while the Autobots did seem to be underdogs, they at least maintained a foothold on Cybertron. That's all over with by the time the movie happens. Which is two decades of Megatron back in charge.

As a kid I remember Marvel Megatron getting owned by nearly every other villain, it was like whenever a new villain toy was released it was some kind of writes of passage to give the old megatron a good seeing to. I think furman tried to right these wrongs when he took the reigns and it might be my childhood nostalgia exaggerating by perception of it.
