    I think it was Bay's decision to drop Skids and Mudflap, because they were originally going to die, but I think Bay just decided to leave them out.

    In this case, Mudflap and Skids were in the movie and cut out (they're also in the novel of Dotm) so it's almost certain Bay did make the call and not the studio.
