This is true, and then even when he ended up not being Starscream, everyone still loved him anyway and we all eagerly awaited his toy. That's why I just want people to give "new" things a chance.
Again, The Staff was in good with people at Hasbro, especially Aaron Archer (Orson was his user name here but you weren't around for that) and we went to them and expressed our concerns over the Casting and the Designs. We were very upset and we were a big voice in the fandom at the time, especially with Hasbro (Orson's Towing on some version's of the 07 Movie Tow Truck for example) and hanging out at the Bar with Archer and Eric Siebenaler at Botcon for example. Anyway we went to them, they went to Paramount. Paramount leaned on Bay and Lorenzo. Hasbro said something of the effect that the fans are going to go Ballistic if Cullen is not Prime and if you go forward with the then current Optimus Design (all Blue at the time) Bay and Lorenzo caved.

That's beyond creative control if SAC rules come into play. Very basically, part of the film would need to be filmed in Canada to allow Canadian actors a chance to participate.
Nowadays, I doubt it. Back then it mattered to them what the reception was and we seemed to have actual insiders from the sound of it. Nowadays we have people who get leaks or figures early, that’s about it. Unless we got the actual public to start raving about Chalk similar to sonic, it probably doesn’t mean anything to Paramount.

I am so grateful that we didn't have that thing foisted on us. What we got was a distinct improvement. I am so glad we don't have to have that argument for another twenty years. No doubt there would've been some that would defend it and in doing so disparage the 1980s original.
One of the strengths of the property is having central characters that any member of the general public can identify. Someone got mad at me the other week for using the word 'iconic', but if you can't use that word when taking about the character Optimus Prime, that would be a sorry state of affairs.
If you have to be told you're looking at Optimus Prime, that's a design fail.

If so, there's a chance Garry MIGHT have been able to participate. But they have Perlman, IIRC, and he carries better star power. I doubt they will change out actors in this case, even if they could.
No where did I say that, but okay. I was just pointing out that there are fans that are actually underserved in the franchise. The fans that have an entire brand catering to them and their childhood nostalgia are hardly underserved just because they haven't gotten a movie filled with 80's 'member berries.

There's an interview with Aaron Archer on the TF1 Bonus Features where he talks about how Hasbro and the producers compromised on this design - the head needed to be much closer to Optimus's traditional head, he needed more red on the upper body, and the wheels couldn't unfurl like that because that would be impossible to do on a toy.
