Looking at Longarm Prime, doesn't he look like Nemesis Breaker (Dark Leobreaker) from TF Cybertron? Is his design based off that character or just coincidence?

Outside of some color similarities, i don't see any resemblance between the two designs... Perhaps you should put together an image to document precisely what you feel the similarities are?
I mean, I guess they share the same colors, but those are more "Nemesis Prime" colors than anything else. And since Longarm is an evil Prime, it makes sense for him to use those colors.
Actually, I see where you are coming from here. There are some similarities in the head designs: They share: -forehead crest with nose guard -big box on the chin -straps going up the jawline (Shockwave's antlers in Longarm's case) -red vent/eye on the forehead -underbite -rounded flat cylinders over the ears Couple that with the fact that they share similar color schemes, both have a silver chest, and both have long gangly arms with flip-out claws, and I could see where you get the comparison. However, I will agree with others that this is purely coincidental; I don't think Longarm was designed with N. Breaker in mind.
Maybe Shattered Glass Hoist. When I first saw Longarm, his head looked like he had a doctor head lens.
