Yes.. they clearly explained that in the movie.
Could Yeager work help the Autobots to make transformers ?
Yeager and his family don't really have a grasp of the concept enough to make it. Yeager was a failed inventor and he barely spent any time in the KSI lab.
If anyone is going to help make Transformers for the Autobots it will be a potentially reformed Joshua Joyce (Stanley Tucci) - who has the knowledge and understanding to either build Transformers or help repair them. In addition he is also returning for 'The Last Knight' so the idea of him helping the Autobots or being forced to help the Decepticons makes sense.
I always saw him as a potential Doctor Arkeville style character given he could easily work with one side or the other.
He risked his own life and livelihood to help the Autobots and redeem himself, he's definitely reformed by the end of TF:AoE.
But Yeager will have a job now.
I do agree that I fully expect Cade to be working with Joyce at KSI (or whatever his new business venture might be) while Tessa's off to college on Joyce's dime.
It would be pretty cool if KSI or w/e is basically a new home for Cade and the Autobots, too.

Cade is literally the worst scientist I ever saw! He risked his daughters education to fail at making things you can already buy at Toys R Us! The Robotics class in Junior High School over here blows his guard dog into deep space!
What if Hot Rod is a KSI bot?
