Found him in some bags of loose Transformer parts. He's only 1" tall.
Does he turn into an engine or something? Otherwise he's probably a Diaclone figurine

He doesn't turn into anything. I thought maybe he was a pilot for one of the vehicles.
Inchman, otherwise known as Diaclone drivers. They go into some of the first and second year Transformer stuff that existed before Transformers.
I see he's a Diaclone judging from the pictures I've seen of them now. He's missing the tiny magnets on the bottom of his feet though.

Damn I miss those little guys. Why won't somebody KO them already?
It is a Diaclone style figure, but it maybe a vintage Kingdam KO due to the lack of magnetic feet. Most of the real Diaclone inchmen have the feet glued on, and are real tough to get off. I believe most the Kingdam KOs didn't come with feet at all, just the nubs. It looks like the nubs on this one are in great shape, without scratches, so chances are it never had the magnets.

So if it is a Kingdam, what's a ballpark value on it?

Found it. They're not bad. The thread is from 2010 so I wonder if he's still making them.
Although I would prefer if someone like Dr Wu made a big batch of them in a factory with real metal parts and magnetic feet.
Well to note that Kingdam is a KO series, not official. Its hard to place values on KOs, even Kingdam ones. Its a non-required part if you ask me (the driver) but to be sure, the magnets can come off. There is no way to be certain if it is a KO or not.
I can't find a blue pilot/driver without the magnets on Ebay. They seem to sell relatively well. I'd say you could potentially sell this one for $25-$35. Take a look for yourself:

Yeah a big batch would be much better. I can't remember who it was who was making them but I'm pretty sure he still is, cause I seem to remember him saying about it on the Diaclone Social Group earlier this year.
