    I'm pretty sure that would be the clear version of Robots in Disguise Mirage. Mirage is a Spy Changer.

    There were repaints of the CR Spychangers released in those blind packed boxes. Each case of 12 also had 2 chase variants that kept all the normal paint aps of the repaints, but the plastic was changed to clear. So that's the chase Counter Arrow.
