Probably Xbox and PS3 only. The wii game is likely going to either be a different game entirely, or be a port of the "main (read: PS3 and Xbox)" version and lack multiplayer.
Well, don't jump to conclusions. Lots of Wii games have multiplayer (some was really fun too) CoD WaW 007 Quantum of Solace Super Smash Bros. Brawl Animal Crossing City Folk The Conduit The list goes on and on. I wouldn't count Wii multiplayer out just yet...
I see Wii WFC being a completely different game like ROTF was for the Wii. And that doesn't have online.

Shockwave is an exclusive for the PS3 and 360, all other version of the game are up for pre-order too, however, though not with Shockwave. We know nothing about the other versions of War For Cybertron. All news we've heard and seen have been about the PS3/360 versions.
